Director, Office of Dispute Resolution: The Department of Energy (DOE) is seeking an attorney with at least five years of broad based Federal ADR experience to manage the Office of Dispute Resolution and to serve as the Dispute Resolution Specialist for all DOE offices throughout the country and for its contractor managed facilities, including the national laboratories. The successful candidate will: provide ADR training, system design, convening, consulting and advising in the areas of workplace conflict, environmental issues, contract disputes, technology transfer, and whistleblower cases, among others; work on ADR legislative issues; serve as the agency representative for intergovernmental ADR policy issues; and manage a staff of three employees and a budget for contract mediation services.
Candidates should be innovative, possess strong communication skills, be able to work with substantial autonomy, and have the ability to assess complex disputes for the appropriate use of ADR.

Program Officer Religion & Peacemaking Initiative, Peace & Stability Operations
The Religion and Peacemaking Initiative works with faith-based organizations internationally to promote conflict resolution and peace. The general mode of operation, after identifying a need in a region affected by religious conflict, is to partner with a faith-based organization to conduct training, institution-building, or mediation to advance the cause of peace. In addition, the Initiative organizes workshops and publishes papers and edited volumes on issues related to religious peacemaking.
We seek a Program Officer to work with the Director of the Initiative to identify and implement projects. Current program activities relate to Iran, Saudi Arabia, Israel/Palestine, Sudan, Nigeria, Macedonia, Indonesia, and the Philippines.
The Initiative is also engaged in helping educators develop teaching materials on the religious "other" for use in countries experiencing religious conflict.
The selectee will assist local partners in the development and implementation of religious peacemaking projects in zones of religious conflict. The work will require the writing and editing of reports, organizing workshops, and related activities. International travel is required.
Applicants must be U.S. citizens. The successful candidate will have either a Ph.D. with at least one year of relevant experience, or an MA with at least three years of relevant experience. A candidate's degree and experience should be in international relations, international conflict resolution, religion, or other relevant academic background. Candidate's application materials should document: (1) a thorough grounding and academic training in one or more of the Abrahamic faiths; (2) a thorough knowledge of Islam; (3) ability to communicate orally and in writing; (4) direct international experience in addressing religious conflict; (5) ability to work independently and yet collegially with staff and external organizations and individuals. Legal Analyst Fellowships: Fellows join CEELI’s staff on a 1-year contract basis (with full benefits), from September 1, 2005 to August 31, 2006. Research will focus on, but not be limited to, preparing analysis of draft laws from central Europe and Eurasia either independently or through working-groups of attorneys, judges, and law professors; Drafting concept papers on substantive areas of law and components of the rule of law for legislative drafters in conjunction with a panel of expert commentators. Since this is a professional fellowship, independent research opportunities are limited. Central Asia Regional Anti-Corruption Advisor - Kyrgyzstan or Tajikistan: (start date TBD, pending funds). Identify and develop country-specific anti-corruption technical assistance programs, primarily criminal law oriented, and assist ABA/CEELI criminal law liaisons in their implementation. Help cover Central Asia, focusing on Tajikistan, Turkmenistan, and Kyrgyz Republic. Activities may include recommendations on legislative or policy reform; training and capacity building; and institution building. OSI/NY PROGRAM OFFICER FOR MIDDLE EAST / NORTH AFRICA INITIATIVES: The Open Society Institute, a private operating and grant-making foundation, aims to shape public policy to promote democratic governance, human rights, and economic, legal, and social reform. On a local level, OSI implements a range of initiatives to support the rule of law, education, public health, and independent media. At the same time, OSI works to build alliances across borders and continents on issues such as combating corruption and rights abuses. OSI was created in 1993 by investor and philanthropist George Soros to support his foundations in Central and Eastern Europe and the former Soviet Union. Those foundations were established, starting in 1984, to help countries make the transition from communism. OSI has expanded the activities of the Soros foundations network to other areas of the world where the transition to democracy is of particular concern. The Soros foundations network encompasses more than 60 countries, including the United States.
The Middle East / North Africa Initiatives (MENA) is a program of the Open Society Institute dedicated to exploring possibilities for developing civil society in the countries of the region. Under the guidance of the Director, the Program Officer would take primary responsibility for developing the MENA grant-making portfolio and engaging in related advocacy and public information activities. This position will be based in the New York office of the Open Society Institute.
Job Description: Provide program and administrative support to the Director to develop Middle East / North Africa Initiatives, Iran Initiatives, Iran/Middle East Seminar Series. Review, research, and evaluate grant proposals, letters, and reports of various MENA grantees. Work with Director to help develop comprehensive strategy for MENA. Conduct necessary correspondence with grantees at all stages of grant process. Prepare grant docket for selection committee review. Plan and develop annual budget for MENA in conjunction with Director. Evaluate annual budgets and strategies, monthly transaction reports, audit reports, and various other legal and grant documentation. Under supervision of Director, develop, execute, and coordinate special projects as required. Provide occasional program and administrative support to other projects. Monitor civil society and NGO development in priority sectors of the region. Other projects, as directed.
Grants Management: Conduct Pre-grant inquiries for all grant applicants. Complete Grant SQL (grant-processing program) entries for all grant applicants. Monitor grantees, provide reporting guidelines, review interim and final financial and narrative reports. Work alongside OSI-NY Grants Management (GM) Department to ensure all grantees are in compliance with U.S. law and GM requirements.
Financial: Prepare MENA budget in collaboration with Director and departmental staff; review budget variance reports on a regular basis. Work alongside OSI-NY Finance Dept. to ensure all MENA budgeting and accounting is in compliance with OSI Finance Department requirements. Process payments and transfers using OSI software: administrative payments, POBs, program payments, grant payments, and expense reports.
Legal: Work with Legal Department to ensure all programmatic activity is compliant with U.S. law; work with local lawyers in region (in conjunction with OSI-NY Legal Department) to ensure local compliance. Review contracts, legal memoranda, etc. for MENA as necessary, in conjunction with Director.
Miscellaneous: Compose consultancy contracts and ensure that payments are processed and sent in a timely manner. Engage in research and other projects as needed. Assist Director with relevant projects upon request.
REQUIREMENTS:
Advanced degree, Masters or above;

Armenia (February 2005):Criminal Law Liaison will focus on the following: training of Yerevan and regional criminal advocates; assist through legislative reform and training; adoption and implementation of new criminal justice laws and establishing a public defender center. Focuses could include criminal procedure reform, anticorruption, defense bar advocacy training, and establishing a public defender center, as well as support for dissemination of legal information. Requirements: Five years criminal law experience.
Azerbaijan (August/ September 2005): Criminal Law Liaison will train Azerbaijani defense attorneys in advanced trial advocacy skills. PROGRAM DESCRIPTION: The Safe Horizon Mediation Program is an extensive community-based and court-annexed Alternative Dispute Resolution (ADR) program that operates at our main offices in lower Manhattan and downtown Brooklyn and at community-based centers in Midtown, Red Hook, and East New York. The Mediation Program provides an extensive array of ADR services, inclusive of screening, intake, mediation, conciliation, facilitation, impact panels arbitration, compliance and follow up. The Program handles issues such as harassment, Family conflicts, property violations, noise and other quality of life crimes, parent-teen conflict, placement of children in special education, housing disputes and lemon law arbitration. The program serves over 11,000 New Yorkers each year and currently handles over 4,500 disputes each year.
RESPONSIBILITIES:
-· Overall supervision and management of the Brooklyn Mediation Program, including program development and developing strategies for program promotion throughout the borough;

Professor of Law. This is a full-time, year-round, non-tenure track faculty
position within the Cumberland Legal Aid Clinic and the School of Law. The
Cumberland Legal Aid Clinic, a program of the School of Law, is a year-round
legal services office in which law students, supervised by faculty, provide
legal representation to low-income clients in Southern Maine. The Clinical
Professor is responsible for teaching and supervising students in the
Cumberland Legal Aid Clinic, developing programs and resources in the
clinic, serving the law school and university communities, and being an
involved member of the Maine bar. Applicants should possess a J.D. degree,
an excellent academic record, at least five years of litigation experience,
a commitment to public interest law, and experience in teaching and
mentoring students. Since membership in the Maine Bar is a requirement of
the position, any successful candidate who does not currently hold such
membership will be expected to attain the same prior to the start of the

The Clinical Professor will be responsible for mentoring and providing
direct supervision of students’ activities in the clinic, including client
interviewing and counseling, investigation, legal research, case theory
development, drafting, negotiation, alternative dispute resolution, trial
preparation, and court appearances. The Clinical Professor will also be
responsible for developing and presenting material to clinic students
through classroom components of clinical courses, and will work with other
clinical faculty and staff in the administration and operation of clinics.
The Clinical Professor is responsible for overseeing the clinic’s work
during the summer, including supervising summer interns. Publishing
scholarship is not required or expected. The Clinical Professor reports to
the Director of the Cumberland Legal Aid Clinic.
Salary will be competitive and commensurate with qualifications and
experience.
Initial appointment will be for a two-year probationary term as an Associate
Clinical Professor of Law. This appointment may be renewed for a maximum of
two subsequent two-year terms, and may be followed by promotion to Clinical

The APADRC continues to serve this population in over six languages through the Community and Intergroup Conflicts Program and the school-based Youth Mediators United program and continues expanding services to meet the conflict resolution needs of the diverse Los Angeles community. Duties and Responsibilities: The Executive Director is responsible for organizational leadership and management of all agency activities and reports directly to the Board of Directors. MINIMUM QUALIFICATIONS: A bachelor's degree in court administration, public administration, human resources management or a related field, plus six (6) years of senior level management experience in planning, administering and evaluating alternative dispute resolution programs in a court or related dispute resolution environment. An advanced degree in a relevant field is preferred.
